Two American citizens were among four people arrested for kidnapping a hardware store employee in Tijuana. Tedy Toledo and his sister Nancy Eloise Toledo allegedly have ties to the Arrellano-Felix cartel. Both admitted ties to the Tijuana cartel, though Nancy later told the press she didn't have anything to do with drug traffickers or the kidnapping. She did admit the presence of weapons where she was staying; seizures made during the arrest included three rifles and several ammunition clips. The victim had apparently been confused with the store owner's son, who was the intended target.
